Se declaró la nulidad de todo lo actuado en la acción de tutela promovida por la ciudadana de la referencia contra el Municipio de Guasca -Cundinamarca y la Junta Administradora del Acueducto de las Veredas Pastor Ospina y Flores, a partir del auto proferido por el Tribunal respectivo.
Lo anterior, porque esta Corporación inaplicó Art. 1 del Decreto 1382 de 12 de julio de 2000, por cuanto las normas contenidas en dicho numeral vulneran la Constitución Política.
En consecuencia, se ordenó remitir el expediente al mencionado Tribunal para que realice el trámite que corresponda conforme a la Ley.

- Primero. DECLARAR la nulidad de todo lo actuado en la accion de tutela promovida por la senora Emma Emiliana Romero de Martinez, contra el Municipio de Guasca -Cundinamarca y la Junta Administradora del Acueducto de las Veredas Pastor Ospina y Flores, a partir del auto de dos (2) de agosto de 2000 proferido por el Tribunal Superior del Distrito Judicial de Cundinamarca, Sala Civil, Familia, Agraria , visible a folio 15 del expediente.
- Segundo. REMITASE el expediente por Secretaria al Tribunal Superior del Distrito Judicial de Cundinamarca, Sala Civil, Familia, Agraria (Magistrada sustanciadora Doctora Myriam Avila de Ardilla), para que, de manera inmediata se le imprima e esta accion de tutela el tramite que corresponda conforme a la Ley.
